Udaipur, Governor Shri Hari Babu Bagde has completed one year of his tenure, dedicating it to the welfare and upliftment of tribal and underprivileged communities in Rajasthan. To mark this milestone, the Governor chose to spend the eve of this significant occasion among the tribal residents of the remote village Bilwan in Kotda, Udaipur, celebrating the moment with simplicity and deep connection.
Governor Bagde had taken the oath of office on July 31, 2024. As part of his two-day visit to Udaipur, he arrived at Maharana Pratap Airport, Dabok, on Wednesday afternoon via helicopter and proceeded by road to Bilwan Gram Panchayat in the Kotda block. He was warmly received by officials including Minister of Tribal Area Development Shri Babulal Kharadi, former MLA Nanala Ahari, Additional Chief Secretary (TAD) Kunji Lal Meena, Divisional Commissioner Ms. Pragya Kevalramani, District Collector Namit Mehta, and SP Yogesh Goyal, among others. Local representatives, led by Kotda Pradhan Sugna Devi and Bilwan Sarpanch Shankarlal Gamar, welcomed the Governor in traditional fashion. Residents greeted him with tribal "gair" dance, and he was presented with a bow and arrow by local leaders as a mark of respect.
During his interaction with the villagers, the Governor listened to their concerns and encouraged government officials to strengthen welfare efforts. He explored tribal crafts and activities and expressed appreciation for their way of life.
“Education is the Path to Sustainable Development” – Governor Bagde
Addressing villagers during a dialogue session in Bilwan, Governor Bagde emphasized the contribution of tribal communities to India’s history, particularly their support to Maharana Pratap during his resistance against the Mughals. He recalled valiant tribal leaders such as Raja Bansia Bhil, Rana Punja, and Raja Kotia Bhil, urging the community never to forget their legacy.
Stressing the transformative power of education, he encouraged parents to ensure their children attend school. He cited the example of Bharat Ratna Dr. B.R. Ambedkar, who rose to prominence through education, stating that tribal youth too can achieve great heights through learning. He urged families to remain free of addictions, noting that addiction-free households pave the way for children's success.
He also highlighted government schemes like the PM-KISAN Samman Nidhi and Ayushman Bharat, as well as the provision of quality education through residential schools and hostels, available free of cost to marginalized communities.
A People's Governor – Shri Babulal Kharadi
In his address, Tribal Area Development Minister Shri Babulal Kharadi described Governor Bagde as the first Governor to directly engage with people in such remote areas. He credited central and state government efforts for transforming regions like Kotda, citing better road access, electricity, and the use of LPG stoves replacing traditional wood fires. He acknowledged that some forested areas still face challenges but assured that the government is committed to resolving them.
Stories of Transformation
During his interaction, the Governor heard testimonials from beneficiaries of government schemes. Shivam shared how the PM Awas Yojana enabled his family to move from a makeshift hut to a permanent home, protecting forests and offering better living conditions. Ramesh recalled how his earlier hut collapsed in the rain but now he and his family live safely. Widow Reshmi and other women expressed gratitude for the assistance received in housing and electricity under welfare programs.
A Glimpse into Rich Tribal Culture
The celebration was enriched with vibrant performances organized by the Tourism Department. The Governor was visibly moved by the cultural expressions — from Garasia and Ghoomar dances to the symbolic Gawri performance representing Mewar’s folk tradition. Kathaudi dancers and Kotda's traditional dhol beats captivated the audience.
One Year Dedicated to Social and Cultural Development
Marking the first anniversary of his tenure on Thursday, Governor Bagde showcased his continued commitment to social and cultural upliftment. Known for his humble demeanor, he chose to celebrate the occasion not in grandeur, but among tribal communities, reinforcing his vision of inclusive development.
His tenure has been characterized by an extensive focus on state-wide development, involving in-depth district tours, public interaction, review meetings, and ensuring effective implementation of central and state government schemes.
Natural Farming and Cooperative Development
With a focus on sustainable agriculture, Governor Bagde emphasized the dangers of chemical farming and advocated for natural farming practices. He initiated a statewide movement for cooperative development, particularly in tribal and dairy sectors, while also hosting the first national workshop on natural farming at Raj Bhavan.
He facilitated departmental reviews at the Raj Bhavan level, ensuring the effective implementation of welfare policies and development schemes.
Quality Higher Education a Priority
As Chancellor of Rajasthan’s universities, he prioritized improving the quality of higher education. His tenure saw the initiation of NAAC accreditation processes across universities, with Rajasthan University achieving notable success. The first-ever NAAC accreditation workshop was hosted at the Raj Bhavan. Under the New Education Policy, entrepreneurship programs were introduced to foster intellectual growth and practical skills among students.
Focused Efforts on Tribal Development
Governor Bagde paid special attention to tribal development through product marketing initiatives aimed at improving livelihoods. Regular monitoring of government schemes in tribal regions and the showcasing of tribal crafts at the Raj Bhavan during Independence Day underlined his commitment.
The "Ek Bharat Shreshtha Bharat" initiative was also given prominence through cultural exchanges and the celebration of state foundation days at Raj Bhavan.
Appeal for Unity and Environmental Stewardship
During “Operation Sindoor,” a Sarv-Dharma Sadbhavana meet was held at Raj Bhavan, emphasizing national unity across religious and political lines. As part of the "Ek Ped Maa Ke Naam" campaign by PM Modi, a Sindoor tree was planted at the Raj Bhavan. The Governor advocated for planting and protecting large, shady trees, including border visits to interact with soldiers and civilians near the Pakistan frontier.
Celebrations of Shivaji and Sambhaji Maharaj’s birth anniversaries were also hosted at Raj Bhavan, promoting patriotism and cultural pride. His message, “saving electricity is producing electricity,” gained widespread traction, leading to statewide efforts for energy conservation — starting with Raj Bhavan itself.
Through sustained efforts in education, natural farming, tribal welfare, and environmental awareness, Governor Hari Babu Bagde has led Rajasthan on a path of "Abhyuday" – Towards the Dawn of Progress.
