In a major step towards strengthening patient safety and infrastructure upkeep in Rajasthan’s medical college hospitals, the Medical Education Department and the Public Works Department (PWD) have jointly issued a new Standard Operating Procedure (SOP), following the directives of Chief Minister Shri Bhajanlal Sharma and Medical Minister Shri Gajendra Singh Khimsar.

Under the SOP, specialized and super-specialized services such as emergency care, casualty, surgeries, and critical care will be streamlined for 24x7 availability across all government medical college hospitals.

Round-the-Clock PWD Helpdesks in Hospitals

Medical Education Secretary Shri Ambrish Kumar stated that each hospital associated with a medical college will have a dedicated PWD helpdesk. The hospital will provide the space for this helpdesk, which will be staffed with plumbers and electricians 24x7, and carpenters and welders during daytime. Shared premises will have one common helpdesk.

A 24-hour helpline for maintenance issues and patient complaints will be operational in all hospitals.

2% of Building Cost Reserved for Annual Maintenance

As per the SOP, 2% of the building construction cost will be allocated annually to PWD for hospital maintenance, routed via the Rajasthan Medical Relief Society (RMRS). For 2025–26, building cost is calculated at ₹28,000 per square meter. Normally, 70% of the fund will be used for civil works and 30% for electrical maintenance, though this ratio can be modified with approval from the RMRS Chairman.

AMC and CAMC Contracts Through PWD

Annual and comprehensive maintenance contracts for major equipment—like chillers, ACs, diesel generators, oxygen pipelines, lifts, fire alarms, and CCTV—will be handled by the PWD. Funding will be provided either through budget allocation or RMRS.

Complaint Resolution and Payment Protocol

Complaints will be logged via a helpline, website, or mobile app. Contractors will resolve issues under PWD supervision, and payment will be released only after verification by hospital medical officers.

Annual Fitness Survey and Priority Repairs

PWD will conduct yearly surveys and issue building fitness certificates. Priority will be given to leak-proof plumbing, waterproof roofs, plaster repair, safe electrical systems, damaged tiles, broken doors/windows, fan/light maintenance, and removal of tree roots causing structural damage.

Strict Accountability and No Fund Shortage Allowed

Existing maintenance contracts will be transferred to PWD, which will handle all future contracts. Lack of funds will not be accepted as a reason for maintenance failures. Hospital authorities must ensure timely fund disbursal. In case of negligence, disciplinary action will be taken against hospital superintendents, senior accounts officers, and concerned PWD engineers.

A scheduled timeline for emergency works, daily repairs, and preventive maintenance has been set from May 8 to May 30, 2025, including team formations, surveys, tenders, and initiation of work.
