Ragging Incident in Pacific Medical College: MP Dr. Rawat Demands Action

Udaipur. Member of Parliament Dr. Mannalal Rawat has expressed serious concern over a case of ragging and physical assault involving MBBS student Atul Kumar Singh at Pacific Medical College, Bhilo Ka Bedla, Allegedly, Atul was severely beaten by some senior students under the guise of ragging.

Dr. Rawat wrote a formal letter to the Superintendent of Police (SP) demanding immediate and strict action against the accused. The MP took note of the fact that no concrete steps had been taken against the culprits so far, and that the victim had submitted a formal complaint along with video and photo evidence showing injuries sustained during the assault.

Calling it a serious violation of anti-ragging laws, Dr. Rawat directed the authorities to file an FIR and initiate strong legal proceedings. He emphasized that ragging is legally banned in all educational institutions, and yet such incidents continue to occur, which is alarming. He urged educational institutions to treat such matters with utmost seriousness and to enforce anti-ragging measures strictly and effectively.

What Anti-Ragging Laws Say:

The University Grants Commission (UGC) has enforced stringent anti-ragging rules, especially in medical and engineering colleges, in response to the rising number of ragging-related incidents in the past decade. Here’s what constitutes ragging as per UGC:

  1. Appearance-Based Harassment: Mocking or commenting on a student's looks, dress, or style, causing humiliation.

  2. Regional, Linguistic, or Caste-Based Abuse: Using offensive nicknames or slurs based on region, language, or caste.

  3. Insulting Family Background: Humiliating a student over race, financial status, or family history.

  4. Gender-Based Tasks: Forcing female students, especially newcomers, into embarrassing or demeaning tasks.

  5. Mockery on Religious or Ethnic Grounds: Even a joke that hurts a student’s religious, caste, or regional sentiments is considered ragging.
