Exclusive :Demand to Implement Khemraj and Samant Committee Recommendations

 

Banswara:The Rajasthan government, under Bhajanlal’s cabinet, has approved the recommendations of the Khemraj Committee, which was formed to address salary discrepancies among government employees. However, the decision to make the recommendations public and implement them remains unclear, leaving employees eagerly awaiting concrete action.

In its budget announcement on September 1, 2024, the Bhajanlal government promised to implement the committee's report to resolve decades-old salary discrepancies. However, even after the cabinet's approval on November 30, there has been no timeline or transparency regarding its implementation.

Committees Formed but No Results

Over the years, multiple committees have been constituted to address salary discrepancies, but their reports have seldom been implemented. Governments have provided superficial assurances without delivering concrete results, keeping committee reports under wraps.

The Wait Continues

For the first time, the Khemraj Committee recommendations have been approved by the cabinet, raising hopes among employees. Yet, questions persist about when these changes will materialize. Employee unions are now demanding the report be made public and implemented promptly.

Why Committee Recommendations Are Not Implemented

Central pay commissions directly revise salary structures and allowances, which are adopted by Rajasthan with reductions. This selective implementation widens salary disparities between central and state employees.

Discrimination in Implementation

Pay commission reports often favor All India Services officers like IAS and IPS, providing them with parity in salaries and allowances with central standards. However, subordinate staff such as clerks, teachers, and assistants receive lower pay scales, fueling salary discrepancies. These issues persist until the next pay commission, only to repeat the cycle with further cuts.

Demands Raised by Employees

Make the Khemraj and Samant Committee reports public and implement them.

Abolish contractual hiring and establish a government entity to provide job security and benefits to contract workers.

Regularize temporary workers like Anganwadi and Jal Board staff, as done in the past.

Ensure promotion parity and revise the ACP (Assured Career Progression) scheme to match central standards.

Address discrepancies in salary grades between rural and urban employees.

Revise service rules and address anomalies in designation and pay structures.

Key Recommendations by the Khemraj Committee

Ensure reservation for disabled employees in promotions.

Address salary discrepancies between different groups, especially secretarial and non-secretarial staff.

Provide fair and equitable pay scales across departments.

Historical Background of the Committees

Samant Committee (2017):

Formed on November 3, 2017, under D.C. Samant, this committee submitted its report on August 5, 2019, after consulting employee unions. The report is still under review by the state government.

Khemraj Committee (2021):

Established on August 5, 2021, under Khemraj Chaudhary, this committee submitted its report on December 30, 2022. On November 30, 2024, the Bhajanlal cabinet approved its recommendations.

Ongoing Issues and Concerns

Salary discrepancies persist due to differences in grade pay and promotion opportunities. For instance, secretariat staff receives a pay grade of 4200, while non-secretariat employees get 3600 for similar roles. Discrepancies also exist between central and state employees, undermining the principle of equal pay for equal work.

With the Khemraj Committee's recommendations awaiting the governor's approval, employees hope this long-standing issue will finally be resolved. However, the lack of clarity and urgency has left them apprehensive about the outcome.
