गायब हो गया गण तंत्र हुआ बदरंग
रोटी, कपड़ा और मकान के लिए आज भी आम आदमी दर-दर की ठोकरें खा रहा है। नून-तेल लकड़ी की जुगाड़ में इतनी उमर खपाने के बाद भी गणतंत्र का परसाद वह अच्छी तरह चख भी नहीं पाया है। हमारा गणतंत्र बढ़ती उमर के बावजूद बौनसाई हालत में कैद पड़ा है। तंत्र तितर-बितर हो रहा है, कहीं इसे कुतरा-कुचला जा रहा है तो कहीं यह दीमकों के डेरों की भेंट चढ़ रहा है। कहीं पेन की नोक वाले पेंगोलिन तंत्र से चिपटकर खुरचने में लगे हैं।
किसी जमाने में गण के लिए बना तंत्र अब गिन-तंत्र बन गया है। जहाँ गण से वास्ता दूर होता जा रहा है और हर कोई गिनने में दिन-रात जुटा हुआ है। जिन मल्लाहों के भरोसे गणतंत्र की नैया है वे पाल की आड़ में पाँच साल तक एक-एक दिन गिन-गिनकर गिनने में जुटे हुए हैं। क्या छुट्टी, क्या पर्व और त्योहार, हर दिन चमड़े के सिक्के चलाने वालों की भरमार हो चली है।
फाईव स्टार होटलों, ए.सी. दफ्तरों से लेकर फार्म हाऊसों तक में आराम फरमाते हुए प्लानिंग बनाने वाले अपुन के कर्णधारों का अब न गुण से वास्ता रहा है न गण से। अलग-अलग रंगों के झंड़ों और टोपियों के साथ गण की सेवा में उतरने वाले अखाड़चियों की हकीकत किससे छिपी है। गणतंत्र के कल्पवृक्ष ने पिछले बरसों में इतने पतझड़ देखे हैं कि बेचारा गण सूखी पीली पत्तियों की तरह दूर से दूर छिटक, हवा में उड़ता रहा है। हर पाँच साल में हवाएँ आती हैं और गण को बहला फुसलाकर रफू हो जाती हैं। ऐेसे में बेचारा गण न घर का रहा न घाट का।
शिलान्यास से लेकर उद्घाटन, लोकार्पण, विमोचन, स्वागत- सम्मान, रैलियों, बैठकों और सभाओं से लेकर दफ्तरों तक पसरे हुए तंत्र के नाम पर अब आई.ए.एस., आर.ए.एस, आई.पी.एस, आर.पी.एस. और जाने कौन-कौन से आई.एस.आई. मॉर्का वाले तांत्रिकों की पण्डा परम्परा गण का भाग्य बाँचने दिन-रात भिड़ी हुई है।
कभी लाल टोपी, सफेद टोपी तो कभी काली, कभी किसी रंग का लिबास तो कभी कोई और चौगा। यहाँ सब कुछ बदल जाता है गाँधी छाप को देखकर। ख़ास लोग दरवाजे से लेकर दिल्ली तक रंग बदल लेते हैं। कपड़ों की तरह बदल लेते हैं ईमान-धरम। गण बेचारा टुकर-टुकर कर देखता जाता है। कभी वह हॉकिम को बिसलरी की बोतल से हलक तर करते देखता है तो कभी फंक्शन्स में मेवों-मिठाइयों के बीच रमे हुए। लाल बत्ती वाली गाड़ी के खतरों को अब अच्छी तरह समझने लगा है गण। बैसाखियों के सहारे चल रहे गणतंत्र को गणमान्यों ने लहूलुहान कर रखा है।
